The judges thought the first photo rose to the top for being on scene as the action unfolds. Capturing the diver entering the water let's you know the search is ongoing. Cropping tighter would make it an even stronger image.
We thought the contrast and composition of the snow photo was engaging. The monocromatic tone of the image gives it a stark and cold feel.
Third place photo shows drama with the submerged vehicle, but it would have placed higher if the rescue activity was more active. Was someone in the water? If so, moving to include that in the frame would be suggested, if possible. If you needed to remain in the same spot, waiting for somone to enter or exit the water would have been another option for more engaging activity.
