There was a little bit of motion or extreme cropping in this first place image but the emotion and the scene of officers giving support to a victim put it into first place. Without the victim in the photograph, this image would just be another accident scene (although large-sized). Well done to get the names of the people and information about them. In third place, a well-written caption (story) with great information helped give this photograph extra points. Good composition also helped.
