1st place - Attitude and strong composition. Capturing an action portrait with good use of the water. Maybe take the exposure down a little bit but overall still like it the way it is.
2nd place - The photographer knows how to use their equipment.
3rd place. Not as clean of a photo as the first two but it gives a sense of story. You see that she's either moving in or out and something is happening. I don't know what that is before reading the cutline but it makes me want to know what's going on.
