Notes on this category – photographers should edit out photos that are technically flawed. First - This story cleverly charts the boundary between the real and the fictitious showing true emotions during the mock event. The series effectively communicates the public service value of the event in a visceral way. Second - Judges admired the effort it took to make an extraordinary photo of an event that normally happens out of view. The perfect composition matches significant above water activity with the action of the fish below. Third - Despite technical problems the photographer pulled together a photo that communicates community support amid mourning and loss.
