We went back and forth with this category and debated which should place first and second. We chose Helen Brown's story, which was powerful and had striking images. However it left much more to be desired--for example, we wish we had seen images of her with friends or family. Also, captioning was vague in some photos--who is the man in the car with her in fourth image? Second place had a collection of really strong frames that told the narrative nicely of impending hurricane.
