Weakest category, two top finishers were picked right away for their unique moments. First place of people scurrying down an embankment had immediacy and great flow. Second place from a riot was nicely done, but judges wondered if the prisoners were looking at the camera, or some other object/person close to the photographer. Third place from a house fire rounded out the category.
