bank robber at the scene, quite shaken. Given that the suspect died
later makes it even more intense. The second photo with the suspect
is busy but informative.
Second Place: The reactions to the house fire (3 frames) show strong emotion in
the first two frames. We think the third photo should not have been
included. The hand blocking the face is distracting.
Third Place: Another reaction photo to a house fire also shows strong emotion
but because of the angle and the number of people in it, it is more
difficult to read.
