First Place has real impact when you take a moment to look at the expressions of the police. It's an emotional photo that tells a story. And the only real spot news in the top 4. Second Place has all the right elements and composition but no urgency. Third Place has incredible composition and detail but again no urgency. HM tells the story and we feel the numbness in the photographers legs, who probably stood in the cold for a while, but the toning was off.
