The flooding photo stood out to us among the rest of the spot news entries because of the event's difficulty to document. and the response time it took to capture this breaking news event. It is evident the photographer got as close as possible to the subject given the difficult circumstances in order to show the event's severity. Second place was chosen for its nice composition. Third place showed the photographer's ability to document a tense yet intimate moment and connect with the subjects but could have used some extra work on the caption.
