First place. This image shows what has to be a hard scene. There's enough environment of the building to get a sense of the neighborhood. The body language as everybody watches a video of what was probably somebody's last moment of life. Second place does a great using the light and creating a layered photo between the media, the chief and the scene behind them. Third place is a classic photo we have seen before, but it's still effective as it conveys the event and its grimness with both the bullet casings and the blood on the shoe.
