First place is simply just a powerful, well executed photo. Second place is a great detail shot, something that is often overlooked at breaking news scenes. The caption doesn't clear up if those are bullet holes on the left but the photo still shows that the photographer had the wherewithal to see the smallest details of the scene. Third place is a great image that shows the carnage of the wreck without showing the victims' face and still has a strong, geometric composition.
