to chose from. Overall the category was weak because of the lack of variety.
First Place: We liked the that photographer got a picture of the
vehicle that is involved in the incident. The cop car on the left of the
frame could have been cropped out to make it cleaner.
Second Place: This image showed how hard the rain was beating
down on the man escaping the car stuck in flood water. It gave us a
sense of how hard the flooding was to deal with.
